[Bug]: Show workflow log for failed crawls

What did you expect to happen? What happened instead?

When a workflow crawl is failed, I'd expect to be able to view the fatal error log. However, the "Latest Crawl" tab doesn't display logs for failed crawls.

Reproduction instructions

1. Log in
2. Go to workflows and click one with "Failed" status. Observe that logs are not visible
