Foreign name entities: FPHR without #Forn.ID as its head

Suggestion:
We should introduce NEW basic concept "foreign-phrase" (in line with person, thing, event, name), which would serve as a concept, i.e. node, with op menu. Then:

• t-lemma #Forn should be converted to the "foreign-phrase" concept/node.
• t.lemmas with the FPHR functor should be represented with :opx subroles
