The Chocolatey community repository automatic validator is giving odd errors for multiple packages (this being one) and I'm not sure how to get past it. I've reached out to the admins, but there isn't much more I can do.

If you want the new version, you can install it via Chocolatey with:

choco install notepad3.install --version=6.24.1221.1

Update:

The Chocolatey Community repository validation problem has been fixed, but now the submitted version of Notepad3 won't work because the authors have a flawed silent install. They have fixed in in beta, but have yet to release it officially. We'll just have to wait. ☹
