Clarify the rationale of deprecating the cURL backend in CHANGELOG

As first proposed by @djc on the team's Discord channel.

Since #4277, rustup is now sending a warning when the cURL download backend is activated. However, it would still be better to communicate more about the whys and hows of this change in advance.
