New Folder from Git option to fork and clone

It would be nice if "New Folder from Git" had an option to fork and clone? It could be a nice way to recreate (or get close to) usethis::create_from_github() experience regardless of language.

The main tricky part here is the forking, both doing it and deciding whether to do it (speaking as the author of usethis::create_from_github()). That function and its usethis friends (such as the pr_*() functions) make heavy use of the GitHub API and I doubt that the existing Git/GitHub support that comes built-in already accounts for that. And the trickiest bit there is credentials. In particular, you can have the credentials needed to pull from and push to GitHub without necessarily having the credentials needed to use the GitHub API.

So determining how hard this is probably starts out as a research project to see how much credential assistance is already provided from the built-in extensions and the GitHub Pull Requests extension, which we now bundle. That extension does seem to have some support for creating a fork. I'm not sure how / if it would work to have a Positron feature rely on an external-to-Positron extension 🤔
