Timeout during the instance pool creation.

oci_core_instance_pool.starter_instance_pool[0]: Still creating... [59m21s elapsed]

I think it is due to a policy but I do not remember which one... :-/

Cause : There is a TAG oraclemandatory.CreatedBy that does not accept a static value oracleidentitycloudservice/[email protected]
And just the dynamic one

WA

Add oracleidentitycloudservice/[email protected] to oraclemandatory.CreatedBy but I do not know the consequences.
Anyway it works.
