Running the script on an unmodified Windows machine yields:

sed : The term 'sed' is not recognized as the name of a cmdlet, function, script file, or operable program.

Should mention where to get it, as well as other (?) dependencies. Do we consult https://gnuwin32.sourceforge.net/packages/sed.htm for this?
