Tooltip cannot be triggered again after page scrolling

Description

When the Tooltip is triggered, after a large scroll of the page, all Tooltips on the page will no longer be triggered

I am using a laptop and touchpad, and I am not sure if the mouse will have this issue at the moment

@lianginx I've tested several times and haven't had the bug very often, but on my 1st try I did have it, but I'm not sure if it's really the scroll that's influencing the bug 🤔
