Validate FASTQs prior to running pipeline

Description of feature

Running FASTP or Trimgalore is a large overhead if you have corrupted FASTQ files. We could add FQ_LINT early in the pipeline to verify the FASTQ file integrity before running any larger processes. This would also produce a detailed report on FASTQ file validity.
