Neow3j's test framework depends on neo-express and a Neo 3.8 compatible version can only be released with a neo-express version that is also compatible with Neo 3.8.

Besides this dependency neow3j is ready for a Neo 3.8 compatible release, so this issue is a blocker for neow3j.
