Error message with decimal value

For our projects, if we test this control by two different project adminq, for one it's working well, for the other not . When we tries to save a workitem with a decimal value (0.5 or 0,5 for example) we have the following :

• A red square is drawn on the field that we are updating (original estimate for example)
• An error message is displayed in tooltip
• By regarding the historic of the work items , the value has been updated despite the color of the field
  Do you have an idea why ? Does it depend on the rights ? If yes, which rights ?
