Advanced options for run, dry-run, and set-db

The follow ones are listed in the README as not yet implemented:

-s, --schema SCHEMA_FILE Schema file (default resources/schema.edn)
-m, --migrations MIGRATIONS_PATH Migrations path (default resources/migrations/)
--no-inference Runs with no schema change inference

The Leiningen plugin has some cli-options that could be used for these but they are not parsed, nor sent to core. On core they are hardcoded and there's no option to turn inference off.
