Right now, the use of mfa (2 factor authentication) works, but is completely voluntarily.
And there is no way for admins to force the use of it.
I suggest a new setting for superusers who can force mfa for individual users and for user groups.
If such a user logs in without having set mfa, then redirect to the user profile page where he/she can do this.
No mfa (yet), no access.
