Improve styling for select list appearances

Problem description

For select list-related appearances, I believe the intent was for the labels to be constrained to 30% of the screen for large screens. It looks like that was flipped and so options generally wrap and are more likely not to line up

Steps to reproduce the problem

Look at a form like the All Questions Type form with the list appearances.

Expected behavior

Labels use 30% of screen, options use 70%
