Using the retire inactive users

• Create a gh-pages project page for the new-contributors action
• Update the project page with the HTML reports, to show the progress as the tests pass.
• Do a manual run on production (to help @mpkorstanje and @davidjgoss move inactive contributors)
• Review the doc for the workflow and see how it works in practice.

Next:

HTML reports

• Workshop some feature files for the next phase: a github action for displaying HTML reports via gh-pages!
• Write some step definitions for the new features
• Add html-formatting to the current test results to show the tests (not) passing
• Explore self-hosting options, for example:
  • package a docker image with an opinionated config that people can run in CI
  • create scenarios and feature files describing the behavior of a self hosted HTML reporter (something similar to cucumber reports)
  • Add a diagrams to these descriptions
