好处是:

插件编写者,可以基于此,直接实现本地化;
其他开发者,可以基于此,为非自己开发,但自己喜欢用的插件本地化;

所以建议 ower,能把目前的项目,最好拆分成两部分:

一个是,本地化机制;
一个是,Atom 基础 packages 的汉语本地化;
