Update `pyproject.toml` in learner repo

Apparently, the `pyproject.toml` file is out of date in the learner project. @k-collie is the person who brought this to my attention, but there are a few more details about what precisely needs to be updated that are required. Good issue for UKAEA mini-hack before we run the course.
