[Quest] Distraction at Manaforge B'naar shouldn't require breadcrumb quest

Current Behaviour

Currently, quest Distraction at Manaforge B'naar requires a breadcrumb quest Assist Exarch Orelis to be completed in order to pick it up.

Expected Behaviour

The breadcrumb quest should not be a prerequisite.

Steps to reproduce the problem

1. .mod rep 932 9000 (ensure you have Aldor rep)
2. .go c id 19466 (teleport to the npc)
3. Observe he offers no quests
4. .quest add 11038 (Assist Exarch Orelis)
5. .quest complete 11038
6. Observe he now offers the quest Distraction at Manaforge B'naar
