htcondor needs updated in 4.4.1

I was installing 4.4.1 in a container for pass3 and got this error:

Huh, apparently the HTCondor team pulled the release from Pypi?

Reading through an email from Tim Theisen, apparently they delete "unsupported" releases regularly, "for project size limit" restrictions. I guess we should only install the LTS release bindings in the future.
