Thanks for the report.
There are 87 support settings and you are only viewing a couple of them. Sometimes you need to change some of those hidden ones to get what you want. Use the visibility tool to show all the settings.

Here I've made the tips larger and decreased the maximum branch angle. The tips are more robust. Adding some Horizontal Expansion is often a good idea when trying to support narrow shelfs.

I don't know your actual settings (because you did not post a project file). This looks like a settings problem as Cura appears to be slicing exactly the way you set it up. I'll remove the bug label for now (I can always stick in back on).
