testing: Test quickoverflow on Fedora or RHEL Distros and update the Makefile with the necessary commands

I have tested the software on Ubuntu and Arch Linux but I haven't dealt with Fedora or RHEL based distros yet. I would like someone to test the software on Fedora and make sure that the Makefile has enough changes to build and install quickoverflow on Fedora

Files to edit: Makefile

Instructions:

• Make a new build target for Makefile named rhel
• Replicate the Makefile instructions of ubuntu for rhel and reconfigure them for RHEL based Distros
