Description
As a user who has a DSNP and keys associated with it, I want to be able to create a new DSNP ID with a key.

Acceptance Criteria:

When a user selects an address that does not have a DSNP associated with:

button should toggle to "Create new identity"

Clicking the button should direct you to create a handle page.

This ticket references this page and augments this with the acceptance criteria above
