Catalyst-specific compliance features

General additions:

• "Catalyst mode" environment variable
• Message at top of screen "Catalyst mode is enabled - All check ins and check outs are logged"
• Tag comparison view: list users checked into one tag but not checked into another tag

Check in additions:

• Show participant's over/under 18 status based on date of birth provided in registration (allow opportunity to correct this data)
• If participant is under 18, record list of adults (first + last name) authorized to pick up the student
• Have a notes field

Check out additions:

• Show participant over/under 18 status
• If participant is over 18, indicate this
• If participant is under 18, show list of authorized adults for pickup. Record name of the person who picks up the student, whether or not they are in the list of authorized adults.
• If participant is under 18, show parent's phone number from registration
• Have a notes field
