AddonManager: Progress bar does not progress linearly

Problem description

There are two separate bugs in the progress bar in the Addon Manager:

1. It does not proceed linearly from 0% to 100%. For most of the update, it remains at 44%, and then jumps to 100%.
2. The bar does not show a highlight to reflect the percentage progress.

In this screenshot, the progress bar has only one light-blue bar.
It does not show a bar that reflects a 44% progress.

Desired:

1. The progress bar should reflect the actual percentage progress, as shown in two examples below:
   

2. The percentage should increase gradually (not jump from 0% to 44% to 100%)
