Stop scrolling to bottom when chat is reopened

Basically the title.
I think it makes sense as a sane default, given that jumping to bottom is 1-2 key presses away, but could be a configurable option too.
This is especially needed when using chat as a float window.
Please correct me if this is already configurable.
