Not really a problem other than an issue with filtering, needs a tweak to align with how the Philadelphia Land Bank (PLB) operations in role of operationalizing land sales on behalf of 4 agencies including itself: 1.) PLB, 2.) City of Philadelphia/Department of Public Property (City of Phila), 3.) Redevelopment Authority (RDA), and 4.) Philadelphia Housing Corporation (PHDC).
However, only a subset of properties ("surplus") in the inventory of each of the above agencies are available for sale, as properties are held back if on hold etc.
I would like to see "Gain through the Land Bank" to reflect the correct complement of properties that can be gained through the land bank (and not just PLB properties only).
There are no alternatives, only a correct filtering of the data to reflect how PLB works.

You can get to this view by typing in the following address: 3117 N. 10th Street
3117 N. 10th Street is a RDA property available for sale via the Land Bank.

However, in C&GP if you filter on "Gain through Land Bank" (and only this, no other filters).
Property 3117 N. 10th Street will not show up. as it is not technically in the inventory of the PLB.
In C&GP, if you remove all filters, and do an address search on Property 3117 N. 10th Street, will give back as vacant and owned by the RDA.
So the data is in the system and globally reflects correctly, however, if filtering on "Gain through the Land Bank", properties that are operationalized by the PLB but no in the inventory of the PLB are dropped here.
